The project presented by Travis Munn from Hurley & Stewart.  Mr. Munn states that he worked with the local development corporation, SCSDC, and with Councilman Johnson to come up with a desired site layout and building design.  The location of the building allows for some amount of screening will but will still allow visibility.  The building materials were upgraded to brick, they added awnings, and spandrel windows.  The current site design allows for both pedestrian and truck flow.

 

Committee Comments & Concerns

  • Why isn't the building set at the property line on St. Clair?  What is the setback on E. 79th St?
  • The committee would like to try to maintain the pedestrian feel and urban look particularly at major intersections in the City.  The Committee would like for the building to be put closer to the street.
  • What about signage? The committee does not approve cabinet signs. The committee suggestion a raceway sign or individual channel letters.
  • The Commitee suggested to bring the lighter wainscoting across the storefront/entry way to improve the design.
  • What about the lighting, are wall packs being used?  Wall packs are the standand, but they are open to suggestions for lighting like sconces and goosenecks.
  • The left elevation needs to address the pedestrian and street.  Can an awning be added to the door?
  • Can the trees around the parking lot be relocated to add to the street tree line effect on St. Clair.  Do not use evergreens, can use deciduous trees instead.
  • Can the curbs be repaired or newly installed because of the combining of the separate properties?
  • Because of the site design, the project really has 3 faces (St. Clair, E. 79th, and E. 82nd).  We have to treat the each frontage as such.
  • Will there be fencing?  If not, the concern is that people will walk across the green field and creat a cut through.
  • Will the mechanicals be screened?
  • Adding windows to the west wall is a great idea to deter graffitti.
  • What are the landscape materials, volumes, slopes, etc of the detention basin.
  • What is the material of the awnings?  A combination of fabic on the sides and metal on the awning of the main entryway.
  • Will there be lighting under the awnings?  Yes
  • Do you plan to paint the brick per the note in the plans?  Committee does not find painted brick appealing, citing the Superior Ave store.
  • Consider using clear glass with a lighting strip and an opaque wall for backlighting instead of spandrel windows.

 

James Amendola from St. Clair Superior Development Corporation in attendance.  SCSDC worked with Mr. Munn and the Councilman to address this site.  SCSDC welcomes the additional comments from the Committee.  The red brick is a better color than what was originally proposed.  SCSDC was concerned with the west wall as well, but if the developer is willing to add more windows and an awning to treat it as a frontage that would be acceptable as well to SCSDC as well.

 

Lothario Marchmon from Famicos Foundation in attendance.  Design is a big thing for Famicos, we would not want it to look like a "bomb shelter".  Questioning if another Dollar General is needed in this neighborhood?  Was there a market study done?

 

Motion to approve the preliminary/schematic plan as presented with the previously stated suggestions, to consider moving the building westward to E. 79th, to bring samples of the building materials, and a cut sheet on the wall lighting.

Committee Questions, Comments, Concerns

  • Perhaps need to respace the trees along E. 79th.
  • May want to include the empty green space with trees or plantings to prevent dumping and litter.  Right now, it suggests that the 82nd side is not part of the new development.
  • Are there any future plans for the E. 82nd green space?
  • Creating a walkway from E. 82nd St to the Dollar General?
  • Will the awning have lights?
  • Lithonia lighting to be used as flood lighting/emergency on the E. 82nd side.
  • Add lighting to the E. 79nd side/westside

 

Councilman Johnson made additional statements about working through the design and development process.  Is interested in the open greenspace being left at E. 82nd St. and keeping it clean, maintained, and possibly addressed with shrubbery or fencing.  Perhaps an opportunity for collaboration between Dollar General & SCSDC/community.

 

James Amendola (SCSDC) stated that the development has come a long way from where it started.  The open is still a concern, it should address the street edge a bit more.

 

Motion to approve with the condition that the gooseneck lighting be added to the E. 79th elevation, remove white pines and add a decidous treeline on the E. 82nd St and add trees or shrubs to the St. Clair frontage, and adding the walk parallel to the western facade.
